INVITATION TO UCLG GENERAL ASSEMBLY

3 OCTOBER 2013, RABAT

Dear Mayor, Dear President, 

As you know, the 4th Congress of United Cities and Local Governments (UCLG) – 2nd World Summit of Local and Regional Leaders will take place on 1-4 October 2013 in Rabat, Morocco. Over 3000 local and regional government representatives will gather to define the global agenda of cities and regions and celebrate the 100th anniversary of the international municipal movement.

I am writing to invite you to the General Assembly of UCLG that comprises all members and is tasked with the election of the World Council and addressing revisions of the Constitution.

REGISTRATION TO THE ASSEMBLY

Please complete the attached participation form and send it back to the UCLG World Secretariat by 13 September.

Please take into account that, should you be interested in any of the Summit activities, you will need to register separately through the website provided below.

VOTING RIGHTS

  1. Article 36: Local Government members who are up to date in payments of their membership fees, up until the year preceding the meeting, shall have voting rights in the General Assembly. The President of each regional section or his/her mandated representative shall have one vote, and the same applies in relation to international organisation members. Associate members and honorary members shall not have voting rights in the General Assembly of the World Organisation.

ELIGIBILITY

  1. The election of representatives to the World Council of UCLG is based on nominations developed at each of the UCLG Sections.
  1. Only the representatives who are up to date with the payment of membership fees can be elected into the World Council.
  1. Nominated representatives, or their substitutes, are strongly advised to be present, in person, at the General Assembly in order to be elected. In the case that candidates are unable to attend, a formal letter is required to be sent to the corresponding Section that will forward it to the World Secretariat explaining the circumstances preventing him/her to attend.

AMENDMENTS TO UCLG CONSTITUTION

  1. The Executive Bureau in Lyon agreed to propose two amendments to the UCLG Constitution and present it to the General Assembly in Rabat. Namely: (1) the creation of a Section of regional authorities: the Forum of Regions and (2) one related to the decision of including the Chair of the Standing Committee on Gender Equality in the UCLG Presidential team.
