The Third World Congress of UCLG was held on 17-20 November 2010, in Mexico City. The İstanbul Metropolitan Municipality Mayor Kadir Topbaş who was the only candidate as Lisbon Mayor Antonio Costa withdrew from the elections, was elected as the president of United Cities and Local Governments (UCLG) for the 2010-2013 term at the Congress.
